Who is Required to File Form 2290?
Anyone who registers a heavy highway vehicle in their name with a taxable gross weight of 55,000 pounds or more is required to submit Form 2290 and pay the applicable tax. This includes individuals, businesses, and organizations that own and operate these vehicles. Taxable gross weight includes the vehicle’s weight and any load customarily carried on the vehicle.
However, not all vehicles are subject to the HVUT. For instance, less than 55,000 pounds, vans, pickup trucks, panel trucks, and comparable vehicles are exempt from filing taxes or paying them. Furthermore, vehicles driven for 5,000 miles or less (7,500 for farm vehicles) during the tax period are required to file a return but are exempt from paying the tax.

- The name, address, and EIN of the person who sold or transferred the vehicle, if applicable.
